Just wait until your site is qualified by their crew before you post any ads because if your site doesn't pass their test, then all you've earned will be for nothing. It seems in the email, they are not returning the revenue you've earned to the advertisers, but to keep it for themselves. Bidvertiser is the worst CPC company ever.
